    Acquisition Support

    The United States Department of Transportation (DOT) is relocating and consolidating approximately 5,800 of its employees to a new headquarters facility located at the Southeast Federal Center in Anacostia at M Street and New Jersey Avenue (the ‘SFC’ building). The move to the new location provides an opportunity for DOT to modernize and consolidate its IT systems and services. This combination of activities requires substantial technical and engineering review, analysis, planning, acquisition support and comprehensive execution support independent from those contractors planning and performing the actual work.

    Triple-i is currently supporting all of the IT acquisitions for the DOT relocation project. Triple-i’s acquisition support activities include:

    Providing technical requirements to assist the Government to prepare Statement of Objectives (SOOs) or Request(s) for Information (RFI) that clearly communicate key areas of concern to both potential vendors and internal management and ensures accurate, attentive, and comparable responses.

    Refining business plans that incorporate best practices implementation and management of IT infrastructure interfaces, components, and their integration.

    Further preparing DOT networks and network infrastructure alternatives and solutions, including their technologies, life cycle costs and capital planning.

    Drafting and refinement of technical requirement documents and provide evaluation parameters for IT infrastructure and systems’ interface and components alternatives and solutions.

    Completing detailed design and design review/analysis activities and documentation based on Government review and feedback.

    Facilitating the management and evaluation of third party plans and implementation

    Application Analysis, Testing, & Migration

    The Defense Logistic Agency is consolidating and outsourcing server and database operations from the current multi-distributed data center approach to a logical Enterprise Data Center (EDC) using a geographically dispersed data center approach. Triple-i is an integral member of the Team that supports the application analysis, testing, and data migration.

    Triple-i supports the analysis, testing, and migration phase of the EDC infrastructure replacement. During the preliminary phase of the EDC project, Triple-i is gathering infrastructure and application survey data. Triple-i obtains access to selected servers and manually collects information about applications. Triple-i interviews DLA’s application stakeholders, including but not limited to: system administrators (to understand server configuration), DBAs (to determine DB type, version, and repository design), firewall administrators (to identify allowances in the firewall for each application), functional analysts (to document business processes for application testing and performance benchmarking), programmers (to determine type and purpose of embedded IP addresses), Help Desk personnel (to identify common problems), DR/COOP implementers (to review plans and previous successes/failures), and Information Assurance Manager(s) (to locate SSAA, ATO, and access control lists). Triple-i’s survey will include representative management and systems operational personnel at DLA sites both in the CONUS and OCONUS. Triple-i is developing test plans, writing test scripts, conducting tests and reporting the test results for all infrastructure and application software. Triple-i conducts regression testing using the Mercury Interactive Testing Tools. The systems performance monitoring tools Glance, Openview, and IT Director are used to capture errors at the bit level and provide an overview of system performance.
